Toluca has a blend of areas where walking is quite convenient, particularly in the city center where shops, cafes, and attractions are closely packed. However, the city's larger spread and less dense outer areas make walking less practical beyond these central zones. The pedestrian infrastructure in these walkable areas supports leisurely exploration on foot, although movement across town might still require some form of transport.
The public transportation options in Toluca are functional but not exceptional. The city offers a network of buses that can take travelers to most destinations, including connections to Mexico City, which are quite accessible. While the transit system covers main areas, the frequency and convenience may not always meet expectations, especially outside peak times or in less central areas.
Although Toluca has implemented bike lanes on some major roads like Paseo Tollocan and Avenida Las Torres, the overall biking infrastructure could be more comprehensive. Biking is feasible in parts of the city and is well-suited for leisure activities, including access to nearby mountain biking areas. Yet, the existing network may not fully accommodate all travel needs or ensure the highest safety standards throughout the city.
