Baku offers a highly walkable environment, particularly in its central districts like the Old City and the famous Baku Boulevard. These areas are rich in cultural attractions, dining, and shopping options, making them convenient for travelers who prefer exploring on foot. The city is designed with wide pedestrian paths and underpasses to ease the flow of foot traffic across busy streets. Although the outskirts may be less walkable, the central neighborhoods provide nearly everything a traveler might need without the necessity of a car.

Baku's public transportation system serves travelers well, with its metro and bus networks covering significant parts of the city. The metro is particularly commendable for its cleanliness, reliability, and affordability. A single 'BakiKart' facilitates seamless transitions between buses and metro rides, adding to the convenience. While taxis remain a practical and economical option for quicker travel, the transit system is continually being updated and improved, making it increasingly user-friendly for visitors.

Bikeability in Baku is seeing progress with new bike lanes and a growing bike-sharing platform. These developments are making biking a more attractive option, particularly around metro and shopping areas. Nevertheless, the infrastructure faces challenges, such as incomplete bike lanes and occasional misuse by pedestrians and cars. The city is also characterized by varying terrains, which can be a hindrance in some neighborhoods.
