Cebu City offers moderate walkability, especially within areas like IT Park and Cebu Business Park that cater to travelers with pedestrian-friendly environments and convenient access to cafes, restaurants, and shops. However, other parts of the city lack infrastructure, such as proper sidewalks, making walking less practical. The urban layout often requires transport to navigate between key destinations, but for short distances within specific neighborhoods, it is manageable.

The city provides useful public transportation options, with jeepneys, buses, and taxis as the primary means. Jeepneys are affordable and widely available, while modern buses like MyBus offer improved comfort. Ride-sharing services are also abundant, contributing to transit accessibility. Nonetheless, traffic congestion can slow down transit efficiency, making it necessary for travelers to plan accordingly when commuting across the city.

Biking in Cebu City presents challenges, as current infrastructure is still evolving with some bike lanes being established but not yet comprehensive. Safety concerns arise from traffic conditions, and the tropical climate can make cycling demanding. Although there are developments towards better bike transport, the existing conditions may discourage travelers from relying heavily on biking.
