Naga City offers a decent level of walkability, especially in its downtown core. The city center is well structured for pedestrians, with numerous cafes, shops, and restaurants conveniently clustered together, making it easy for travelers to explore by foot. However, while the main areas are pedestrian-friendly, some outer regions might require short tricycle or jeepney rides, and there may be occasional issues with sidewalk conditions that could affect longer walks.

Public transport in Naga City is accessible and budget-friendly, with options like jeepneys, tricycles, and e-trikes readily available to travelers for city navigation. The Bicol Central Station serves as a major hub, facilitating travel to nearby towns and further provinces, with bus connections extending to Manila and other key locations. However, the absence of a more organized metro or tram system means that transit can be less predictable and comfortable compared with cities that have comprehensive train networks.

Naga City is moderately accommodating for cyclists, with efforts made towards creating bike lanes and hosting cycling events like the Naga Bike Lane Challenge. These initiatives reflect a supportive attitude toward cycling. However, the infrastructure isn't exhaustive, as cyclists might need to navigate shared roads with other vehicles, somewhat affecting biking ease.
